【摘要】:Thisguideistobeusedtoexpandtheperformanceofwaterrescuersandimprovetheemergencyresponseandpatientcaredeliveredtovictimsinthewaterandcoldwaterenvironmentatlakes,ponds,quarries,andsimilarbodiesofwater.Allpersonswhoareidentifiedaswaterrescuersshallmeettherequirementsofthisguide.Thisguideisnotintendedtobeusedinisolation,butasacomponentguide,acknowledgingvarioustypes/conditionsatwateremergenciesandmanydutiesofresponseattheseincidents.Italsoestablishesaminimumscopeofperformanceandencouragestheadditionofoptionalknowledge,skills,andattitudinalobjectives.Thisguideisnotforice,coastal,orriver/swiftwaterrescues.Therewillbeadditionalstandardstocoverthespecificsforthosewatercharacteristics.Thisguidedoesnotestablishwaterrescueprotocolsforthepool,beach,orotherarealifeguards.Thisguidedoesnotestablishmedicalprotocols,nordoesitauthorizeinvasiveprocedureswithoutspecificauthorizationandmedicalcontrol.Thisguideisintendedtoassistgovernmentagencies;state,local,orregionalorganizations;firedepartments;marinepatrols;rescueteams;andotherswhoareresponsibleforestablishingaminimumperformanceforpersonnelwhorespondtowateremergencies.AwaterrescuershallbewearingaPFD,pluscoldwaterprotectionwhenapplicable.1.1Thisguidecoversminimumrequirementsforperformanceofawaterrescuerwhoperformswaterrescuesfromthesurfaceatlakes,ponds,quarries,andothersimilarbodiesofwater;assistswithsupportforrescuedivers;andprovidesinitialpatientcareatawateremergency.1.2Thisguideisoneofaserieswhich,togetherwithGuideF1739,describetheminimumperformancerequirementsofawaterrescuer.1.3Individualswhowilloperateinthewatersettingneedtobeawareoftheequipmentandphysicalrequirementsnecessarytobeabletoperformallidentifiedobjectivesandnecessaryskillsinthesetting.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
